Abstract

In accordance with Presidential Instruction Number 3 of 2016 concerningto National Policies and Strategies for e-Government Development, the Salatiga government was implementing the Cost Index Standardization or Standardisasi Indeks Biaya (STIBI). It is used as an effort to simplify and minimize errors in the preparation of unit preice index. During three years of implementing STIBI, it brought not only many benefits but also problems. In 2019, there was a change in the price of certain items and it caused the budget of the beginning year drastically change in preparation of 2019 Budget Change Work Plan. On September 2019, STIBI was down in twice when Regions Organization (OPD) require standard unit price data in the preparation of the amended from RKA. Therefore, STIBI of Salatiga government needs to be evaluated. This Studdy aims to determine maturity level of IT governance on the STIBI using the COBIT 4.1 framework and focus on Domain Deliver and Support (DS). The DS domain consists of thirteen supporting processes. Every process will determine the maturity level and it will be arranged the recommendations related to them. Data collection methods user observation, interviews, and giving questionnaire to STIBI stakeholders. It consists of the head of the finance division, the head of the financial control administration subdivision, the staff of the financial control administration subdivision, and the staff of Salatiga Communication and Information department. The Evaluation results of Salatiga STIBI using COBIT 4.1 Framework shows that the overall maturity value with maturity level of DS 1 is 3.40, DS 2 is 3.22, DS 3 is 2.65, DS 4 is 2.01, DS 5 is 3.18, DS 6 is 2.80, DS 7 is 3.13, DS 8 is 2.67, DS 9 is 2.33, DS 10 is 2.57, DS 11 is 3.80, DS 12 is 3.09, DS 13 is 2.69. The average of the whole process is 2.89
